The Word document is empty, why?

The PDF is probably a scan: the pages are pictures with no text. Run OCR first, then convert it to Word.

And the other way round, Word to PDF?

The best way is directly from the program: in Word, LibreOffice or Google Docs choose File → Save as (or Download) and PDF. The result is identical to the original.
